SOUTH AFRICA: MANGOSUTHU BUTHELEZI IS SWORN IN AS ACTING PRESIDENT

President Nelson Mandela's arch-rival Mangosuthu Buthelezi has been sworn in as South Africa's acting president.
The Zulu leader was appointed to fill in for the President and his deputy, Thabo Mbeki, while they attend the World Economic Forum in Switzerland.
Buthelezi says the gesture has promoted a spirit of reconciliation in the country.
Mandela's announcement to appoint Zulu leader Mangosuthu Buthelezi as South Africa's acting president came Friday, during his final address to the Senate.
Under the country's new constitution, which takes effect midnight Monday, the Senate
will be replaced by a new National Council of the Provinces as the second chamber of Parliament.
After thanking Senate members for having helped to lay a solid foundation of democracy, Mandela named the Home Affairs Minister -- and his arch-rival -- as his stand-in while he and his deputy attend the World Economic Forum in Switzerland.

The leader of the mainly-Zulu nationalist Inkatha Freedom Party will lead the country for little more than a day.
Mandela will leave on Sunday to attend the World Economic Forum in Davos, Switzerland Sunday and plans to return Tuesday.
Political analysts believe Mandela's appointment of his old rival is a conciliatory gesture aimed at bettering relations between Inkatha and the A-N-C.

Although Interior Minister in South Africa's unity government, Buthelezi is one of the A-N-C's fiercest critics.
Inkatha and Mandela's African National Congress fought a low-level civil war in the traditional Zulu homeland, KwaZulu-Natal, for more than a decade, leaving thousands dead.
The fighting has decreased, but tensions in some areas remain high and Inkatha continues to push for autonomous powers for the region.
It is possible that Mandela's appointment of Buthelezi will pave the way for a peace deal for KwaZulu-Natal, home to nine million Zulus.
