Govt of India should abolish Personal Income Tax. And allow the people to deposit that money compulsory in a bank and attract tax only for the money that is not been deposited. This way it will enable the Individual to increase their assets and allow banks to use that money for infrastructure development for which the taxes are actually being used.
This can allow for better returns for the individual users also.
