You are right - though of course he was past his best anyway by 1990. He bypassed the games in '78 because he wanted to concentrate on the Euros and had been ill running in the Euros in '82 and had to miss what probably would have been a certain gold medal in the Commonwealths a couple of months later.
Relative prestige of the Commonwealth Games might have been a factor - they were a bigger deal then than they are now, but that's a particularly low bar

They only ever competed at the 1986 games. For various reasons they both missed the '78 and '82 games.
