It is more of a "It is not good for anything else" kinda scenario, they were kinda afraid Ouroboros would be as oppressing as in MVC2 that they over nerfed it.
Every now and then, I rewatch the Vergil 1v3 clip where the guy loses Dante and Wesker right out the gate, then immediately cleans house with Vergil in 19 seconds.

Ultimate Marvel 3 is a frustrating broken and unforgiving title and yet… I love this game, it’s easily one of my favorite fighting games ever made. The more you play practice and realize your tiniest of mistakes the game is stupidly rewarding. There is NO shortage of creativity and fun here. Ultimate Marvel Vs. Capcom 3 is beautiful, fast has one of the best rosters for a Capcom fighting game in my opinion, and gives you so many tools to work with and experimentation for days that make it not just enjoyable to play but just fun to talk about.
UMVC3 is the ultimate counterexample for Syndrome's thesis about being super. Everyone is super (except Nemesis) yet it does not make them feel "not super." They're all busted and they feel busted and I wouldn't want it any other way.

I love UMVC3, honestly when this game came out. I never stop playing it! Even if my friend picks Vergil all the time, I'll always find a way to beat it with a Haggar, Wolverine, or Spider-Man! Glad Marvel vs. Capcom is back! I'm excited for the fighting collection!
I mean, if we translate the general game design philosophy of Bayo in Smash 4, she might not be a top tier. In Smash 4, her buttons were on the slower side (especially on the ground), had above-average endlag on some of her strongest attacks, had below-average survivability and was kinda prone to getting comboed due to her hurtbox. If we translate that to UMvC3 (below average health, slower-than-average buttons, and hurt animations that lead to her tall hurtbox being easier to hit), she'd be a lot more middling. Virgil... doesn't really have any of these particular weaknesses asides from being slightly below average in terms of HP.

worth mentioning Strider has his own version of spiral swords
but it costs him 3 bars because he's just not Vergil
Not only that, his ouruboros is not half as versatile as Vergil's spiral swords when it comes to combos.

Yeah phoenix can die in one combo, but get a hit on her before she burns your team into ashes is the real challenge
Meanwhile, Phoenix has to work for the power of "temporarily becoming one of the best characters in the game" while being kinda bad otherwise.

UMVC3 really needed like one more year of patch support. It never needed to be perfectly balanced but I feel like more of the cast should be viable.

This game is crazy good. I often play it with some friends. Loser passes controller to the right and everybody picks random team. Things get wild😂😂😂
