Not necessary. The meaning of worn out is an item damaged to a point that you can’t use it anymore. No longer usable. You can say my watch straps have been worn out. As for torn, it usually apply to a wearable item where you accidentally cut with sharp item. Say, my brand new shirt that I just wore yesterday is torn out. Additionally tips: you can use worn out as exhausted. “Hey, you look worn out. What’s happened?”
