Other times it’s the terminal you’re at. Maybe you got a new card recently and it didn’t activate properly or maybe it’s old and the magnetic strip is wearing out. Etc etc etc Out of the hundreds of “my cards not working” calls I’ve taken probably only 2% were because the person didn’t have the money
