He did turn heel, in TNA, he joined Hulk Hogans heel faction “Immortal”
It was the biggest heel turn in TNA history.
It culminated with Jeff actually coming to the ring high on pills, for a PPV match with Sting! (FOR REAL!!)- and the match had to be ended as soon as the bell rung. After Jeff came back from rehab they worked it into a redemption arc to turn him face again!- because even the other heels had a problem with him “embarrassing the company”
THIS was the inspiration for the WWE doing the “alcoholism” angle with Jeff later on!- because Samoa Joe was one of the guys in TNA mocking him over his addiction
