China will never allow or accept India as a permanent member of the security council. The only way is to bring modification to the permanent Council members or force China to accept India as a permanent member by totally boycotting China which is already started.
US (on different forums) is supporting India for permanent seat for last many many decades. This is just PR talks for media. New members can be only added by amending UN charter which US does not support (within UN) neither do other permanent members support, because in doing so, it will diminishes their own power/authority.
