Not really Welt is far more weaker in HSR, even if they parallel it doesn't always mean they are equal either (like Raiden mei clones and bronya clones) Herrschers are either equal or below aeons themselves so saying TB is herrscher level is also objectively wrong

The only argument you could make right now is Kiana's Finality hax and her ability to merge universes but even then, the scope of Aeons are still beyond anything Hoyoverse has released, bar possibly the outer gods in GGZ.

Acheron is the bad ending of Hi3 Mei and when talking to welt, he talked about Kevin the strongest man on earth. Acheron also said that she had killed him or at least defeated him. Acheron's power directly comes from IX the Aeon of Nihility which is bigger than a supermassive blackhole that can suction anything even aeons if possible (still not confirmed)
