you have to wait for the flag to come down at the same speed no matter if you touch the top or the bottom, if you touch the top however, mario will jump off the pole so he touches the ground faster in certain levels and can save frame rules
It is actually asked pretty commonly, but it would make sense to originally think that, so it's fair. In most cases, aside from glitches like Flagpole glitch or Bullet Bill glitch, the flag at the top of the pole has to drop all the way to the bottom. This (aside from memory shenanigans like Kosmic mentioned for the 8-1 star grab) always takes about the same amount of time. So instead of having Mario at the bottom of the pole at the end of the animation, if Mario is still a little bit higher on the pole, when he drops off, he will be in the air a little bit longer (and clear the corner of the flagpole base) while facing backwards, and if you didn't know, Mario accelerates faster in the air while facing backwards than he does normally, so this results in getting Mario to the castle ever so slightly sooner than grabbing lower on the flagpole. In most cases this makes little to no difference due to the framerule system (insert "imagine a bus stop" meme here) but there are some levels where saving the framerule is frame perfect, so stuff like that is required.
the amount of time it takes for the flag to descend is the same regardless, but Mario's dismount is slightly faster if he's coming from the top - he jumps off the flagpole slightly before the ground in that case.
That's certainly ideal in a normal run, but the flagpole glitch is hard enough to do playing the game normally. I can't imagine how tough it is with just one hand, but it's apparently enough to discourage him from going for it most of the time.
Special place in my heart for this one. Broke my wrist in 88 and had to learn to play ALL my Nintendo games one handed, including SMB1. Respect!!
