"The band" in the video IS Chris Denning (aka Helmut Rulofs) and Gilla (aka Gisela Wuchinger). It's from a 1997 documentary about Gilla performing in Russia. The performance was originally performed live, but someone thought it would be a good idea to replace the live singing with the studio version, but they didn't know how to properly sync the audio to the video, so it looks like shit.
