Yes. It's also important to note that he never said that he had done so. It seemed fairly clear to me that he was making a theoretical example of the kinds of shenanigans that young floozies who are attracted to powerful men will let them get away with on first contact. He did however say that he always kisses beautiful women when he meets them, and that he can't stop himself... which isn't sexual assault, it's kind of customary in Western Culture.
Another thing you have to take into consideration is the context for this "locker room talk". He was just shooting the shit with a younger and more attractive alpha male. When the conversation switched to the pursuit of women, Trump (in my opinion) felt like that was a pissing contest that he should be able to win, to not only gain the respect of Billy Bush, but also to lighten the mood and establish a jovial bond with a work colleague.
There are a bunch of ways to break the ice and not come off as a hardass... Bragging. Telling an embarrassing story. Busting someone's chops. Complimenting someone. Gossiping. Making a rude remark about a third party behind their back, so that you both now have a secret.
