I guess phone number and ip is the key, when your content is right for the us audience but ig does not even show it to the us.

I've grown countless US audiences posting from Spain following the method above. IP isn't that relevant with the right content strategy.
You can always hide age up to 25y.o to all countries you want to hide your content from. .
