Do you know how MTR's with Public Preview set to true, receive the public preview updates is there away to check for updates? We really want to preview 4.16 and its front of room display calendar setting we are worried may cover up how documentation we have on a custom background.

It's hard to tell where the private Technology Adoption Program (TAP) ends and Public Preview begins. I know the new themes are in TAP as I am in that program. Further, there is a SkypeSettings.XML setting that needs to be made to enable it. If that's required to be done when this update goes public is anyone's guess. However, even after I have enabled the new theming, Teams Rooms looked the same - it didn't automatically throw on a new theme.
I think you will be able to time the new themes to your own schedules and not have to worry about walking in one day and having your end users confused.

I have seen the little white tag under the room name say something else "Beta Users (R3)" How We can find out what it is referring to?

The best I can find is this article - techcommunity.microsoft.com/t5/microsoft-teams-blog/launch-of-microsoft-teams-preview-experience-and-alignment-with/ba-p/1964899.
I don't know if any of this is listed publicly, which is a shame.
