I gave it to Sylvain too. I wanted to give it to Dimitri or Felix, seeing how they're my favorites in the Blue Lions house. But I don't find their abilies all that great. Annette's ability isn't bad either, but I don't have a high enough support with her and I didn't want to wait.
I feel one of the better abilities is actually giving the whistle to Balthus for Golden Fists. While its not the most combat optimal for damage or utility, money generally becomes the biggest bottleneck to making characters stronger and it can help churn out quite a bit of free extra cash on a strong unit. Plus it does increase your damage too so it doesn't completely gimp your combat prowess edit: word choice to be less hyperbolic
Byleth, Sylvain, Ferdinand, Marianne, Lorenz and to a lesser extent, Shamir, Felix, Ingrid and Leonie are the best options in my opinion. Shamir, Ingrid and Marianne for the OP of ice. Sylvain because the range in some classes (Asura, Dark Knight, Bow Knight) is Broken. Felix, Leonie and Ferdinand because the extra speed makes some slower classes, especially mages, quite fun to play as. Lorenz because its basically an invincibility Buff. Byleth is kinda obvious. OP time stop
I chose balthus because money is power (literally is exp), and Shez already has the assasin line's farming perks and loves awekening, might as well start farming asap (current plan is to ng+ the same storyline, farming whistle trades, supports, and getting all the gender-locker class skills for the Shez and Byleth duos
On my Scarlet Blaze run, I'm absolutely recommending giving it to Ferdinand as well since his unique action ability will be useful for most of the Black Eagles students as they tend to have pretty low speed stats, or just mediocre speed stats and speed growth rates (a lot of them are magic users), and also bc I wanted to get Ferdinand's epilogue at the end of the game to hear Billy Kametz's voice as much as possible :'( RIP Billy but I'm looking forward to that
gave mine to balthus in my first playthrough. put it on my character and never had money problems since. You can easily get 10 to 20 k bonus gold in one battle.

I would highly suggest Sylvain. His ability "Gordian Stroke" is similar to Ferdinand's ability, but instead boosts damage and range of most attacks.
