In fact there is a lore but its not an evangelion lore but the characters spawn on Earth cause of the "ether" being affected by the human thoughts giving form and something like life to the characters, at least until the hype is up. This quest went on live when the first rebuild was presented.

There really needs to be a lore accurate Evangelion game. Including the full psychosis elements from the later angels.
