I might not know how to do charts or moding but wouldn't getting the stage to change work similar to how getting a sprite to change mid song? I could be wrong, but im pretty sure that when the Sprite is told to change it's just by telling the code to change to character asset 2 for example, so wouldn't it work if you had a similar code that executes with the sprite change that also changes the background as well?

If not, you could also do a slightly cheaty method of setting your background stuff as character assets and use that for a background to make changing them easier. You just got to figure out how to set them in the proper places if you set them as character assets. Once again, I don't have any experience with charts or modding, so these are just ideas I came up with off the top of my head as solutions.
