I don't get why people think there'll be a new megalovania in Deltarune, the most likely is a remix same as in the other big projects Toby took a big part in. That said I really like Deltalovania.
I think its a possibility Megalovania will be in Deltarune as Megalovania was in every game made by Toby. Though I dont think its a new version like this one it would be just a remix like in Undertale. Toby did push for Megalovania to be in Smash which proves that outside of artistic side of things he knows how to take care of his brand
