I'd check with your travel nurse. It depends where and when you are going. They are not normally needed in Thailand however as Holly will be in Cambodia and Vietnam during rainy season (and these countries carry a slightly higher risk) they will then likely be recommended.
In most cases yes, depending on where you're from you might be able to drive a less powerful scooter using your driver's licence but a lot of the rentals in Thailand are more powerful and requires s proper motorbike licence, if there's any doubt many of the insurance companies wont cover you in cass of an accident. Wear a helmet and bewars of the stray dogs.
