Yes they run continuously and it’s very easy to get back.

Just curious, do you know if this is also carnivals cruise port in St. Thomas

It depends where your ship docks. There are 2 cruise ports in St Thomas - Crown Bay and Havensight. We were with Royal Caribbean docked in Crown Bay, but judging by the taxi rate pamphlet (at 1:22) I'm sure it would be a similar experience to get to Magen's Bay from Havensight
