Being raised in mountain area I was always told by older people that whenever you are on the mountain and your hair gets electrified like this to run downhill as fast as possible making stride so only one leg touches the ground at a time.There were multiple instances where lightning was striking areas people run away from

I think the sand has something to do with it too as the silicate might be creating a bit of charge as it settles in the dunes. If you are sliding on plastic that creates a static charge. You can see a similar effect on fabric as you rub your fingers across it.

i think they parenting skills are very poor as is their education. they allowed their children to be out when at any moment lightning could have struck and as there were no trees...... when i was in china i went to a very quiet part of the wall, we had it basically to our selves, it was my partner and i, a group of about 6 and 2 indian men. there was a thunder storm and so the two indian men climbed up and made phone calls to mummy back in india. we watched as they were both struck by a bolt and one guy had half his head burnt off, it exploded. after it passed i decided to honour his memory and took a photo of both of them dead.
When you put it into perspective, the Kumtag Desert during the summer months is suppose to be scorching hot and rare to see clouds this low. Sand doesn't store electricity, but does collect energy in a form of heat. If I take a wild guess, it's probably a combination of electricity from the clouds is looking for objects to strike. Yes it's extremely dangerous because it will not random target the sand.
I walked more than a mile through sand like this and there was no "hair on end".
Hair on end means extremely high danger of lightning strike. Just because there is no visible thunder and lightning does not mean the danger is gone.
Years ago I had a massive bolt of lightning hit real close by me on what was just an overcast day.

Never EVER lie down during a storm, if lightning occurs nearby and you do that outside you'll end up fried as a chicken. Just duck with your heels touching themselves (not your bottom) so electricity can flow through your feet and the soil and cover your ears to minimize damage to your eardrums.

The mere fact that they should've known this as electricity and yet they are still holding their phone which increases attraction to lightning stikes. Could've ended pretty badly to them if the odds were in favor that day.
Normally I would say holding up a cell phone makes no difference during a thunderstorm, but in a situation like this where the positive and negative step leaders are struggling to meet, it could very well be the straw that breaks the camel's back. Just a bit more of a conductor to help boost the strength of the struggling ground positive ground leader so it can meet the cloud negative leader, and BAM, connection bridged and lightning bolt. This can happen without holding up a cellphone, but you don't want to help that positive step leader along!
But in any case, holding a cell phone or any sort of such object, or having it on your body could make a really bad situation even worse if you do get struck by lightning.

i knew it would be something to do with atmospheric, static electricity. i used a van de graaf generator in a school science lesson ,once. it produces a similar effect, but not quite this extreme. that must be a massively high voltage they are absorbing there!

The hair stands up because your building up voltage compared to the cloud in the sky. Electrons actually build on the ground like a spot on the ground charging up like a battery. Once the voltage reaches enough to close the gap between the cloud and ground you get a strike. They were very lucky not have been killed.
