Thats why electric motors cannot be completely silent and silence is an underwater glider's best trick as far as stealth goes. It is possible to make actuators that make no noise at all, but I don't see that here. Maybe its a red herring for Russia and China to try and copy.

No propeller on the manta. The propeller you see on a few frames is on an accompanying vehicle taking underwater video. A propeller can only be designed to not cavitate for a limited range of conditions.
