State govt. should ask atleast 5% in first five years and 25% after five years and out of toll collected as Royalty. Incase of old state highways converted into national highways may be more as land of old roads is being used and it is free of cost.

There are examples when Muktsar_Kotkapura was just widened by. 6 feet on each side but toll was collected without any royalty to Govt for the old road. Even before completion toll is started.
