They are there to drain water that comes over the sides but often times you'll get more water come up through the scupper holes than over the sides. You can always pop them out to drain water and then stick them back in.
Good instructional but Please at least give credit to the video you copied this from. This has been done many times over the years and there have been so many trying to take credit for someone else’s idea.

I love the foam golf ball scupper idea. I'm going to just use two in the seat of my Lifetime Tahoma and see how it goes

Awesome? Well....I did this method and the balls kept spitting on the loop end. Just use a cork and quit trying to re-invent the wheel.
I had only one ball split on me and then I learned to pull straight up and they wont split.
I think plugging scupper holes is a contest to see who can do it the most complicated way. Just get a pack of earplugs
