I‘d say the majority of marines are probably good guys like Koby and Garp. We only see the the series from the view of good pirates and more and more also the revolutionaries, but overall most pirates are evil as we see with all the other pirate crews that the Strawhats fight. The marines protect the civilians from them. Even Akainu is actually doing good things. It‘s just that he sees every pirate as evil. Probably has some sort of backstory with them

Furthermore (this is anime only), the red lightning spreads around the entire island. While hitting with armament does have lightning, it has only ever spread from the source of the attack, even in large hits like Blackbeard using the Gura against Law, only advanced conqueror has shown the lightning to spread from everywhere and cover an island in all directions.
