Not true! As long as there are nodes they can grow roots and then grow leaves! Plants use anything green to photosynthesize and that includes vines. But even if the node cutting is completely submerged in soil or sphagnum moss or perlite, etc. it will still be successful if you do everything else correctly! ☺️
I just a bought a beautiful Brazil from Lowe's. I clipped off 1 of the vines to chop & prop. Learning this stuff is so much fun! (New to houseplants)

You can also just put the cuttings directly into soil. That’s what I do with all mine.

definitely. I usually poke a couple holes in the plastic to provide some ventilation.
