Bucky is definitely super soldier level when it comes to his physical stats. Strength and striking power he constitly shown he can destroy metal and robots and even can throw the shield enough to cut through the robots which is comparable to cap. Speed and reflex he can dodge bullets at close range consistently and can fight on par with dardevil himself who stated to be able to react and move in nanoseconds which means billionth of second. Skill _ he is master of many forms of martial arts and can fight on par with extremely skilled opponents such as taskmaster, wolverine, dardevil. Equipement - he has sniper,pistol,helmet,metal arm,and his firearms that are strong to stagger high tier character like area or even dormamu. with all being said it's clear that winter soldier is one best character and combattant street tier
MCU did him a disservice since his feats were often shown as a product of his bionic arm. They didn't show off enough of him being a super soldier on par with cap. I can't recall him showing any super human feat of strength, he was fighting on par with black widow except when he used his bionic arm in the MCU.

Hey my friend! Strength levels and writers has always been a big problem with me. Spiderman lifting a tank should never have happened. I've actually thought 10 tons was too much for Spiderman. I've always thought Captain America should be able to press more than 800 lbs. Writers should be monitored more on they're exaggerated writing.
I think the main problem is that when they make class systems they should have never used the word ton. The word ton confuses people and people actually think that that level of ton is their limit when it's not.
The Spider-Man level strength is only in one of Bucky's arm and not his entire body. And Kingpin is a guy that has manhandled characters with Spider-Manstrength class including Spider-Man, Dr. Octopus, Tombstone, Dr. Doom and classic Scorpion. And fist fight Joe Fixit,, Silvermane and Rhino. So as we see Kingpin is without a doubt physically stronger than the Spider-Man strength class.
