In these case capacitor is Damage then I Replaced it. Sometimes Bridge IC will Burn or SMD LED's are Burn So Check it by using Continuty test.
If LED has Black Spot Then These LED Will damage LED.

Led also worked on AC current
When capacitor blast, then only circuit don't get pure DC but all leds glowing partially because the don't get innuff current. they are not damaged. But some times High voltage will damage some leds about 20 to 30% probability. If no led damage this video trick will work..
It not fack video... I repaired 30-35 Local bulbs in last few months...
