Get a 600grit, 1500grit, 2500grit wet and dry sandpapers. Use each of them to rub the headlights so while using the sandpaper to rub the headlights pour water the same time. Get compound polish to apply on the headlights after

You're welcome and it's not hard either. You can do it yourself, you don't have to go to no mechanic and pay no money for them to do that.
