Using Dorothy/Litre, Blanc, Modernia, Black Shadow Scarlet, and Noir has been the best story pushing team. BS Scarlet is easily my favourite character the amount of damage she does overall is just nuts.
I remember everyone making a fuss about how she has distributed damage, but the thing is she does SO MUCH it’s a moot point when she bursts she’s been able to clear stages that my alternative slots just can’t due to overall raw dirty damage!
Yeah she's kinda nuts. Like I said, just a big pile of stats. She can brute force almost anything

Not bad placements in my opinion however their is some things that can change but ima keep it to myself good job on the tier list sparks
A2 was one of the most impactful characters for my account. Enabled me to beat train for the first time and made it easy, first solo raid frame, and pushed through the entire story mode for me. What a bloody busted unit.

Is BS Scarlet really that good? I've never actually used her before because I only have one copy of her and had a hard time justifying her over MLB Redhood or any of my other invested dps units.

Is this tier list meant to assess the performance of nikkes in general? From what I know, bscarlet, can perform poorly in the late stages of a campaign >20% cp deficit. I believe Modernia should be in the god tier since she does great damage, easier to adapt, play manually, and has better AOE compared to bscarlet. Damage isn't everything in this game imo.
I wouldn't say BS Scarlet performs poorly, but yes if we are talking about pushing campaign stages with a bunch of enemies Modernia is probably better than anything. You're right that pure damage isn't everything. My scale is weighted less on campaign since eventually you can just level up and use anything. It's worth something, and I do point out when a unit is good for that (or any other specific game mode), but raids and arena are a bigger focus.
Not sure why Noise isn't A or S. She's been with me since I rolled for her and I've pushed beyond combat power in later Chapters both normal and hard because of her. She taunts, she heals herself and the team, gives damage reduction after being hit a certain amount of times, DAMAGE REDUCTION, not Defense up. Launcher Nikkes who do AOE damage to clusters of Raptures is also a positive. She excels well in PVE and PVP.
Guilty Being reduced down to C is absolute awful. She's Burst 2 with 20 second cooldown. She's a lesser Blanc with Damage Dealt to an enemy but reducing the defense down on a rapture, whether it be a boss, sub target or Stage target is HUGE. She Increases in Power from your highest attack Nikke, if she IS your most strongest nikke then she increase her own power by herself. With that she can keep up with your most strongest nikke straight out of the Rehab with little to no real investment in gear, skill, bond, Cubes. Buffing herself with more damage from her second skill is also good, and she increases her own stack and refreshes the stack every 12 shots is HUGE and works with other Wind Coded Nikkes. Last I checked Wind coded nikkes had a few that could pair with her well. Pepper, Who is absolutely amazing, Diesel, Epinel, all work super well together and can Benefit largely from Guilty. Providing stacks for nikkes like those just listed is HUGE and being able to refresh those stacks is also great. Pair Guilty with Pepper and you'll have stacks and Refreshing stacks on wind coded nikkes for a good long time. Yes, the Big downside to Guilty is she's a Shotgunner. But her buffing her own attack kinda, in a way, Makes it seem like she's hitting with Half of her Pellets from one shot.
Emma being bumped down low is also low. Okay, yeah, she's not amazing at anything Big. But a Machine Gunner that's capable of Hitting pretty much any range is Amazingly good. Her Hit ratio on cores is why I love having her in my team. She eliminates the need for a sniper, and is constantly DPSing. Her Skills are lacking and I wish Shift UP would actually buff her first skill, but she already is amazing in PVP. A Nikke that Provides an Increase in Health Regen is a Nikke worth Having. On top of that, her skill two Pairs with Both Skill one and her Burst Making Her Heals Very Potent and other Healers Heals More Potent. She's also one of the other Nikkes in my Main Squad that's Helped me Push Beyond my Combat Power and Has helped me Clear chapters both normal and hard.
Tove Is an Easy A. I'm not sure why she's so low. She's great for General stage clear, Raids, and SIs. Not great in the PVP world but with having more us in General game areas she's great. AR user who wants more Ammo and makes more ammo for herself and Others is HUGE, not just for shotgunners but for everyone who isn't a Last Bullet Nikke. Sure Machine gunners, ARs, and SMGs don't care for 6 extra bullets or whatever but a Launcher, Sniper and Shotgunner, again who isn't a last bullet nikke, will love having her on the team. Her being able to give more ammo to Shotguns and Increase the fire Rate when at max stack level is Just awesome. Shotguns excel well in SIs, and Raids and shotgunners firing faster and with more ammo and attack is just Nasty. A Nikke that cares about Buffing Both Normal weapons and shotguns is a very nice thing, Unlike Sugar, Noir, just to name for a few, who only buff shotguns or need to have another person to have universal buffs.
Alright, I'm done. Personal Opinions out, and Most of this is from Personal Use and experience with those Nikkes.
Idk man. Only use Liter when I absolutely need cover hp which isn't often. I prefer Dorothy most of the time
Pretty good list. But Noise at B is crazy. She's definitely A borderline S if we're talking PVP.

@superatom314 definitely no 2 then. You got your burst 1, 2 and three set, if you can just get blanc now you'll have a killer team with liter, blanc , noir , scarlet and modernia. I believe at some point you can get a selector if you play long enough, you can use that for blanc.
I feel like you are not crediting the meta pvp characters enough: jackal (staple team1), biscuit (staple team2), noah (counters scarlet nuke). They should all be at least A or S tier if you have Centi and Purple Anis in those tiers as they are all core units for pvp.
Nilhilster, Nero, Isabel, Quiry should all drop lower.
Also, how are you using volume with snow white instead of miranda? top two teams bunnies and schoolgirls use liter + volume (or dorothy), but dorothy usually saved for a last bullet team (with scarlet/s-anis/privaty). unless you have a extremely heavy crit-focused snow white, miranda's attack buff is still a much better option compared to volume's crit buffs.
Tia/naga are the best high CP story pushers, they are the highest DPS raid team, and highest clear OC sim room. They should definitely be god tier. They are the best support core and outclass the bunnies in majority of content (except pvp).

I think it’s safe to say the top 3 units in the game are
1. BScarlet 2. Modernia 3. Red Hood
They are definitely v powerful DPS units

Modernia not on the top row. Liter above Dorothy. Nah.
Modernia in some situations still out damages Shadow Scarlet and Red Hood. Hey I think they should both be on top too but Modernia is still solid in damn near every situation and in some still comes out on top over either.
Liter has some situations she is better than Dorothy. A few. Not very much. Her cover repair is never good enough in the high difficulties. There are better Nikkes for that. Her dmg boost is cool but it won't make up for Dorotrhy's dmg when you are using big units like Shadow Scarlet and Red Hood and Modernia... even Regular Scarlet. Dorothy's dmg can be so obscene that she out damages some of your big dps but that would only happen in boss fights generally. Obviously Dorothy's dmg depends on you having other Nikke's that can output huge numbers but in that situation Liter's atk% always falls behind for me.
Hell, Tia/Naga is better than Liter but you could use Liter to be the double for Tia. Though Dorothy is better again.
Alice is god like for like 1% of players. Having her in the top seems crazy too.
Blanc and Noir are probably the best units in the game considering how universal they are. The can go on nearly every team and make nearly every time far better.
Drake in C? Crazy ass list.
Rapunzel is only good for pvp.
Hey I love Snow White too but her on the same ranking as Modernia? Never in her wildest dreams.

imo liter defin best burst 1 since game released till now. CD reduction, recover cover hp and insane buffer.
i agree dorothy one of the hardest damage dealer. but liter still best option/highest pick rate for many content like solo/union raid, interception, campaign and overclock. also need biscuit for maximize dorothy's potential
noir/blanc and naga/tia i agree they should be ss tier or in top S tier, but as a team
rapunzel, jackall, centi, noise, noah, biscuit, privaty and moran i agree they top tier pvp. i think bottom S or top A fair for them
alice and snow white. imo both are anti-meta characters. for alice u need play her manual for maximum damage and faster burst fill gauge. and snow white need specific team for one shot bosses like miranda, anne and maxwell. they both really need high investment

Ultimately some subject decisions have to be made. I could have drawn the line between G and S under Modernia instead of under Alice for instance. Or Dorothy could have been slightly bumped to G etc.
Tbh when talking about the best units in the game it's kind of moot. We're just going to be using all of them anyway. It's like in fantasy sports the things that really make the difference are your 3rd and 4th round picks, not your first round because they're all just good.
Alice is in god tier for a similar reason to why Maxwell used to be on the old version. She is the best support for the other best units in the game, BS Scarlet and Red Hood. She is also still one of the best at dealing damage herself. If the top 1% is getting results that is what shows her potential and her being difficult to get results with doesn't matter.
Snow White has fallen a bit, as I spoke about in the video. However, the numbers don't lie. Snow White is still extremely strong and is actually a slightly better carry a lot of the time than Modernia against bosses. However, Modernia is just the best 3rd burst 3/secondary dps in almost every situation, which is why I do have her a little higher.
School girls and bunnies honestly could be in G tier, but the reason I have them in S is because I think they are well balanced and they have to be used together. The units in G are closer to possible design mistakes that have insane power and utility almost no matter what.

@@m4st3rsparksFor sure, a lot is objevtive but some things are eye of the beholder as well and none of us are immune to that. My bias is part of why I always put Dorothy as one of the best units in the game maybe the best hah.
