Because this is how they were painted in the books. All of the steam engines were painted red and Rusty was painted black. The TV Series gave the steam engines different colours because they thought it made them look more distinct for children to identify. Rusty was painted Orange because there were already a lot of engines painted black at the time (Donald, Douglas, Mavis, Diesel).
