i think its confusing statment, becuase i am in malta i have seen so many asian coming from Third Nation in tourist visa for 15days and convert their visa to work permit. YOu need more research dear. i hope you provide us more relevant information. yes i agree in even in website of identity malta its written but in practice u can change ur visa to work permit. I know so many people around my areas.
Many ppl now a days holds a tourist visa under category D whichballows u to apply a permit and the other tourist visa is category C which doesnt allow u to work nor to apply a permit and visa conversion doesnt exist. You have to know the difference between 2 things, in general in ANY EU, tourist visa C is not allowed to work, unless identity malta accepts it. Its their decision and consideration. You do a research to know better info. Thanks

You can even type change tourist visa to work permit in TH-cam and see the video it’s in Indian language so u need translation. But it’s possible
I only rely information from Identity Malta and Central visa unit. You can also rely from your friends,since its possible as you said then maybe u can ask them.

But information regarding tourist visa to convert in work permit is possible just wanna recommend you. I saw so many people here who changed tourist to work permits mostly on delivery job. Hi dear thanks for your information please I have one question I'm living in Dubai and I applied for one taxi company in malta and they arranged an interview with me and I done the interview and everything was good and I sent them all the documents required but since 29 December until now I didn't get any any response from them about offer letter or work permit cause the interviewer tell me just your documents we will send you offer letter but since that time no response I try to contact them by email but no response
