Here's the list of scholarship atleast for university of Malta www.um.edu.mt/study/feesfunding/scholarships/ regarding the nationality, I am not sure but the only way you can be a citizen is thru direct investments esp. when you are not born in Malta or born with Maltese parents. you can have permanent residency or a long term residency in Malta after staying and residing in Malta for a period of 5 years, subject to approval. So long you are residing here regardless of whether you are a worker or student doesnt matter.
