Hmm, considering the genius and nail-less construction of the buildings and roofs and the many earthquakes they have withstood over the centuries; it seems odd to worry about tourists causing the walls to fall down. Anyway, dilapidated or not, I still think it would be interesting to see the spaces, whether in good times or bad. It is just history, after all.
For what I gather a cold palace was not a special place, but simply any palace of any concubine that has fallen out of favor. Also I am wondering which place are the three northen palaces? Because the well where Consort Zhen was thrown is within the walls of the Ningshou Gong and that's by the farthest north corner of the palace, so I can't point out in a map of the Forbidden City where these three houses were located.
It’s actually very sad. During the days when all the emperor’s were all alive, from different dynasties. These women were brought there to die basically. With out any more attention given to them. And now their spirits still remain there alone in silence. With out any one visiting them just like when they were alive. Im sure with the skills and technology now days they could fix it back up and restore history, and give those sad and forgotten souls have visitors. So they can be at rest.
Due to translation issues, I am thinking the 'cold palace' in Chinese is more like 'forgotten palace'. But during translation, I believe some context gets lost, especially in a language like English which does not use metaphors to describe everything, like they do in Chinese.
They have spent an absolute fortune over the past few years restoring huge parts of The Forbidden City. the Nine Dragon Wall is spectacular.

There is no such thing as a lost soul.
Agree so many women brought there to be ignored.
I guess it refers to the "cold shoulder" rather than temperature.

So it's basically any neglected or poorly maintained hall used to stash someone who has incurred the emperor's wrath.
8:11 I bet they are indeed haunted
