Ongoing Operations: Multiple Sites Experience Regular Weekly Cleanups of Homeless Encampments

  • On Thursday, December 14, 2023, a collaborative effort unfolded on Main Street, and Ozone Avenue in Venice, where the City of Los Angeles Department of Public Works and Clean Harbors Environmental Inc. converged to address a homeless encampment with an cleanup operation. Prioritizing safety, the workers wore white hazardous materials suits, in compliance with established safety standards.
    Los Angeles Sanitation allotted a 15-minute timeframe for the unhoused individual residing in the alley to gather and relocate their possessions. Any unclaimed items were cleared away by sanitation personnel, with the aid of Police Officers in moving the unhoused individuals from the cleaning zone.
    The operation was driven by the cooperative efforts of two separate waste management units, each tasked with specific roles. The crew from the City of Los Angeles Department of Public Works, donning yellow safety vests, collaborated with the Clean Harbors Environmental Inc. team, distinguishable by their orange vests. The Clean Harbors Environmental Inc. team took the initial step of meticulously sorting through debris, isolating hazardous materials like batteries and syringes. Following this essential step, the sanitation personnel from Los Angeles Public Works handled the collection of non-hazardous waste, aiding in the successful completion of the operation.
    The endeavor garnered significant backing from the Los Angeles Homeless Services Authority (LAHSA) homeless outreach team, which delivered vital outreach services to those facing homelessness.
    Ensuring the safety and compliance of all involved, especially the homeless community, was made possible by the vigilant presence of Los Angeles Police Officers. Their monitoring extended beyond maintaining cleanliness and hygiene standards, to ensuring adherence to safety guidelines, securing the operation and ensuring compliance.
    Interestingly, even with the enforcement of Ordinance 41.18, which restricts sitting, lying, or sleeping in public spaces, as well as the storage or placement of personal belongings in public rights of way, no citations were handed out during the cleanup at the Venice homeless encampments.
    These cleanup actions, like the one in Venice, are part of the City of Los Angeles' wider initiative to address homelessness, although they represent only a small part of a broader strategy. Acknowledging the limitations of such measures, the city's dedication to devising sustainable, long-term solutions remains unwavering. The emphasis is on tackling the root causes of homelessness while offering essential resources to those in need-a well-rounded approach that highlights the city's commitment to effecting lasting change.

    Imagine kids today having to walk through and navigate syringe filled fentanyl and other hazardous waste, let alone mentally unstable people. This is got to end.

    Cleaning up a street or sidewalk is the most basic function of city government. That and public safety too. Everything else is so much frosting on the cake. After all, building things like parks, transit, senior-daycare centers or gymnasiums goes down the drain when a city becomes analogous to today's San Francisco.

    Imagine not working for years thinking you are getting away with something then when you are old you suddenly realize why everyone else has been working their whole life so they can buy a home and not have to sleep on the streets. I was a heroin addict for 20 years but i worked every day .

    Why is homelessness still a problem in America?
    The loss of affordable housing puts even greater numbers of people at risk of homelessness. The lack of affordable housing has lead to high rent burdens (rents which absorb a high proportion of income), overcrowding, and substandard housing. America believes in exporting nuclear submarines to the world in solving homelessness in the USA and the IRS deficit.
    Homelessness is solved by providing an adequate supply of safe, appropriate and affordable housing and for those who require it, supportive housing with tenancies that have intentional community services.
    Homelessness is a breach of the right to adequate housing. International human rights law recognises that every person has the right to an adequate standard of living. This right includes the right to adequate housing. The right to housing is more than simply a right to shelter.
    Homelessness is repugnant for many reasons not the least of which because it undermines people's right to and the value of social justice. The resulting loss of dignity and feeling they don't belong anywhere sabotages their involvement in education, work and local community interaction.
    Most often, people experiencing homelessness - whether they be individuals or families - experience marginalization. Where does this marginalization come from? It stems from a power differential between those that have housing and those that do not.
    Homeless people face stigmatization, criminalization and discrimination because of their status as “homeless”, based solely on their association with a socially constructed group that is regarded as undeserving.

    We need that free needle policy where I live. Our drug addicts have to buy their own needles or reuse and old ones. That is not fair. While we are at it maybe free drugs should be given out too. Teach kids the government is always there to help while spending your tax dollars.

      I've never read in my Holy Book where God says "Thou shall allow drug addicted vagrants to sleep, urinate, and scream at all hours of the night in front of thine home." And I'm very religious. I donate food to the food bank at my Church. How do YOU help those that don't want help? Oh, Merry Christmas!
