No update ever forced a player to play the content the moment you start the game. But they said new players have a choice to make, either start how every other player started (with excal, mag or volt) or hop into Duviri first.
No, the first thing you do is to click the launcher to update your game client.

@@LeWubWub tennogen for plat on console makes it not financially reasonable to let pc players, who are generally the more playtime/platfarming accounts allow access to that, meaning it wont happen.
