The impression I got from earlier seasons is that Hell gates aren't just a door out of all of Hell but rather doors out of certain parts of Hell. I think either Azazel stated that Lilith was "Deep in the pit" when planning with Lucifer which is why she had to be freed by opening that specific Hell gate.
Maybe sealing the gates makes Hell into a roach motel: Souls go in, but can't get out. That would be the best case scenario, because if souls can no longer get into Hell you've got a different problem. Though I suppose it takes a longer time for stray souls to become powerful vengeful spirits than demons.
I don't think we can reasonably assume that no Hell Gates are open. That being said, however, I do think most demons get to earth by being summoned here by humans. Beyond that, closing the gates of hell, would potentially have a resource denial effect similar to Eve's plan in Season 6 - with it's supply of evil souls cut off, there can be no new demons to replace those killed by hunters. Finally, the tablet isn't written in Kevin's native language and has to be translated which seems to require some effort on his part.
Remember when the gates of hell opened in season 2 and demons came pouring out? Thats how demons are on earth beside the most powerful ones. Yes Demons would be left in the world but when possessed they wouldn't be able to return.
Can I ask why you frequently talk over the important dialog when TH-cam allows viewers so little of an episode to begin with and some of us cannot afford patreon? I promise I'm not trying to be problematic.
