AASHTO Method is the most used method in the world. Europe (Mainly France and UK) has developed its own method called Shell design method of flexible pavement. India has developed IRC method.
Design of overlay requires response of existing pavement structure. You need to know the elastic modulus of each layer after putting the pavement in service for years. This is what we do through the FWD test also. Once you get E value of each layer you can use SN method to suggest the overlay. Same as we do using IRC 37 after FWD data analysis.

First find the Flaky particles and then in the remaining sample, find the elongated particles. In the question, Total weight is 500 g, out of which 100 g is flaky material, so FI = 20 % In the remining 400 g, 80 g is elongated material, so EI = 80 divided by 400 = 20 % Therefore, combined Flakiness - elongation index is 20 + 20 = 40 %. It is simple.

Can we suggest fir overlay on the basis of Structural number
