Cocaine exploded AFTER all of what happened in the Cocaine Cowboys documentary . Manuel Noriega was illegally arrested because he got greedy and wanted more money than he was previously charging . America illegally invaded Panama calling some American students in Panama as hostages . The Panama government told tourists to stay in their hotel rooms for their own safety . After Manuel Noriega was arrested , cocaine became the biggest import in America .
