Tom Hollander's accent, like those of many British actors of his generation, is an amalgamation of different forms of southern English pronunciations. There's a bit of RP there, and a bit of cockney, no doubt, but in this day and age, your traditional posh English accent is very different to what it was twenty years ago, so it't closer to posh than to working class.
