Akira fan here. I can appreciate bringing him back and understand why the need to visually make him 'different' than his legally binding 'original' version. I do miss the previous look and that awesome mutated power attach move. It'll do I suppose. Who knows, there might be a DLC version with his former self. Still excited he is back!
I think the SNK team has stated that the legal issue was just a made up excuse to remove the character, they simply hated the obvious rip off design from Tetsuo, but it seems he was popular enough to guarantee his comeback and also considering that he's a better alternative to Sylvie Paula Paula for the nests team.

I personally don't see the problem with it especially of how Beninaru looked in KOF 94 Benimaru in the old games was just Polnareff with different colours, K9999 is Tetsuo with Chirico Cuvie's (Armored Troopers Votoms) colours. About K9999's redesign. I think he looks good expect for the long hair... I prefer him with short hair

KOF should have done the Backside thing like in 3d Fighters, Krohnen's Blue Hand can morph into a Metal Tentacle, while the Other Hand can morph into a Spear, & Bazooka.
I like to think that k9999 was tortured or something really bad happened like the flesh on his arm was stripped away along with his psychic powers due to his damaged mind.
If im not wrong theres a mahua that explained that k9999 got to fight to the death with nameless. I forgot who won but nameless probably dealt enough damge to maybe take an arm.

He really looks like a kyo clone now, with many flame attacks. It just really didn't seem right for him to be branded the best clone with little fire moves. But to be honest I just loved the old version better he was my main.
At least, he's the same loud k9999. Not hating Nameless but Nameless feels like he was just created for the sake of the game while Kronhen really relived k9999 himself

I would’ve prefer in my head canon, Alba Meira was killed off and K9999 took his look and went with a different identity.
