You suppose to take the left grill piece off the base and place it on the Executor plate on the bottom middle 2 studs and place the Anniversary brick on the now exposed 2 studs from the grill piece.

I think you can remove one of the grill pieces on the stand and put it on the front plaque so you'll have studs to stick a 40 anniversary brick
