It sounds like they had 71 years to do that, but they would rather hate each other than allow people to cross the 38th parallel which separates the 2 countries. Armed guards at the 38th parallel have a reputation for ending anybody's life who tries to go from one country to the other. Telling those people to stop shooting and shake hands is asking them to go from one extreme to the other.
