Well I'm no expert but I guess horns are among other satanic imagery people in earlier times thought jews might have since they liked to believe that since they (christians) are automatically good, those not christian had to be bad.
Also in Shadis view it would make sense for Yugi to have such ridiculous hair if it's just to hide his horns and therefore his 'jewish' nature.
Actually, it's also because Shadi is supposed to be a parody of Borat and I'm pretty sure Borat claimed more than once on his movie that jewish people have horns, but they hide it.
btw the "I'm gonna have my own tournament" is a reference to episode 2 of Futurama.

They used to do two because the first ten or so episodes of YGOTAS were really short, under six minutes, but now they're longer so it's only going to be one episode at a time.
