That seller clearly has a big bag or box of these, all just thrown into a huge pile - all rubbing against each other etc. That's how the caps get knocked off, and also how the heat sink compound gets on the wrong side etc.
Hate it when that happens. Sellers might as well be honest as the buyer will notice it’s not new and be disappointed, which then leads to grief on both sides. If they don’t write more than one sentence in the description = it’s rubbish. If they only provide one picture = it’s rubbish. Always check their other listings, used the same picture elsewhere? = it’s rubbish. Sorry you got stung, be interested to know what bitcoin project you have going on :)
