Why were you hoping to pick a red dragon? The opponent already had a pung of them, and the 4th had been discarded, so no chance to do a joker exchange.
7:42 is when I confirm the hand I am playing including the topic of jokers. Shortly thereafter, East claims a discarded red dragon and exposes a pung with a joker which is highlighted. A red dragon was discarded in the first round of picks so there is one more red dragon. 14:06 is when West picked the last red dragon from the wall and did the exchange.
