Because he's family. If I ran a small business, my parents would work for nothing to help as much as they could. True, my siblings wouldn't, but I bet they would if they were Koreans living in Korea. But he should get some equipment so he doesn't have to bend over. And as he is a BIL, not a parent, I hope he's getting paid, even if it's not at market rate.
He's family and I believe he agreed to help out (with or without some sort of payment). If he refused to help, that was ok too. That's how family works in Asia.

But since there is no permanent cleaner there he's using him for free. When family work together the income is for all not for the business owner only
