If more people want to live in city that had reached its capacity, you just can’t play around it. No clever social schemes. No creative systems. Someone will continue without home. That’s what increases value. Everyone wants to live only in those specific cities, so everyone is willing to pay as much as they can, until someone no longer is able to pay and balance is restored. So there is literally no version here, where everyone can afford the rent, because you can’t cram everyone in. Well, technically, you can, but you get the meaning. And it doesn’t help that most of those cities are on the coast. Because 50% of their potential expansion is prohibited, since there is ocean on one side. So they can sprawl only to one side. But there is literally the rest 99% of country, where they can totally afford a rent. Hell, there are houses in Detroit that go for like 1000$. That’s something that everyone can afford.
