honestly, they should just ditch the 3 players party group system and give some revenge system to balance things out like For Honor.

Sounds about right, but concerning. As a solo player I'm going to always lose and the strategy you have described will force more players to go offline for a majority of their gameplay. I don't mind too much playing the underdog and being ganged up upon as when I do eventually sink a ship from a larger fleet, or sink a stronger ship, the victory is all the sweeter; this alone is incentive enough to play online, but it won't be for all people if your 'fleet' strategy works, and it seems very feasible.
