Usually during your leveling you get a lot of the items that allow you to respec twice.. and the cost of them is 1 flame ele for 99 of the respec items, so its pretty inexpensive to respec.
The game should more explain about how much dps certain really special affixes give (like off the beaten track, steep strike for exemple) and how much it buff base dps imo
